It's not just Google Chrome.

It's "Whenever your computer is switched on ... if a microphone is connected".

The idea that "A computer must ask your permission first" (as implied by the Author of that article) is utterly naive.

If something is connected & active, then it is only 'politeness' if the computer asks permission to use the resource.

It certainly doesn't have to.

And 'malicious software', such as viruses, can't afford to be 'polite'.
